An internal audit and action plan in 2025 described payments routed through Harris for “expediency” as unprecedented. Opposition councillors and local watchdogs were scathing: why entrust six-figure sums during a fiscal squeeze to an unqualified influencer whose chief credential was an engaged online following?
Harris has always maintained he delivered real value, intensive round-the-clock work that reached communities conventional channels could not. He points to volunteer recruitment and climate-action spin-offs as proof of impact. Yet the arrangement sits at the heart of a deeper unease that has grown since the pandemic: the outsourcing of public communication and behavioural influence to private networks whose methods sometimes blurred the line between persuasion and suppression.
Harris possessed no formal training in public-health communication, behavioural science or crisis messaging. His expertise was the very “perceived popularity” that had built his audience through satire and stunts. Critics argue this was never just about memes and volunteer drives. Community pages became nodes in a wider ecosystem where dissent, on lockdowns, vaccine policy, or side-effect reporting, was met not with open debate but coordinated pushback: pile-ons, mass reporting, infiltration of sceptic groups and complaints to regulators. Such tactics do not require a grand conspiracy; they require only public money flowing to people whose incentives align with narrative enforcement rather than evidence-based scrutiny.
