Der rechtliche Rahmen ist präzise. Wenn das Combined Air Operations Center in Ramstein Zieldaten, Betankungspläne oder die Verteilung von Geheimdienstinformationen für Angriffe auf iranisches Territorium koordiniert, dann ist das deutsche Staatsgebiet ein Teil der Todeskette. Die Definition 3314 schreibt nicht vor, dass Deutschland die Waffe abfeuern muss. Es verlangt von Deutschland die Bereitstellung des Territoriums, von dem aus die Waffe gerichtet ist. Der deutsche Verteidigungsminister Boris Pistorius antwortete, dass es derzeit keinen Grund gebe, an der Rechtmäßigkeit des Ramstein-Einsatzes zu zweifeln. Das Qualifikationsspiel leistet derzeit die gleiche Arbeit wie entsprechende Bemühungen in der Sieben-Nationen-Erklärung: Es wahrt die Optionalität, kassiert aber nichts. Er fügte hinzu, dass Deutschland sich an diesem Krieg nicht beteiligen werde, höchstens im Sinne von Schutz oder materieller Unterstützung. Der Satz höchstens in Bezug auf Schutz oder materielle Unterstützung ist außergewöhnlich. Die materielle Unterstützung eines Kriegführenden, der von Ihrem Territorium aus Luftangriffe durchführt, ist die Teilnahme. Die Unterscheidung, die Pistorius zwischen der Teilnahme am Krieg und der materiellen Unterstützung des am Krieg beteiligten Landes macht, existiert im Völkerrecht nicht. Luftoperationszentrum, das die Führung und Kontrolle aller US- und NATO-Luftoperationen auf den europäischen und afrikanischen Kriegsschauplätzen übernimmt. Der Stützpunkt verarbeitet Informationen, koordiniert die Luftbetankung und dient als Logistikzentrum für US-Militäroperationen, die sich vom Nordatlantik bis zum Indischen Ozean erstrecken. Ob es für Iran-spezifische Operationen eingesetzt wird, ist eine Sachfrage, die die Bundesregierung nicht direkt beantworten möchte.
