Das gesamte Beschäftigungswachstum, fand somit beim Staat statt. Ist dies ein kurzfristiger Zufallswert oder die Akzentuierung eines längerfristigen Trends?
Wie entwickelte sich die Beschäftigtenzahl nach den Hauptsektoren der Schweiz seit Beginn der Personenfreizügigkeit (PFZ), die am 1. April 2006 auf die zehn 2004 beigetretenen Staaten in Kraft gesetzt wurde? Vorerst gilt es festzuhalten, dass das BfS keine saubere Statistik über die Anzahl Leute veröffentlicht, die beim Staat beschäftigt sind oder im Namen des Staates hoheitliche Funktionen ausüben. Ende 2025 waren von den gezählten 4‘327‘000 Beschäftigten in der Schweiz rekordhohe 1‘300‘000 Vollzeitäquivalent direkt oder bei staatsnahen Betrieben beschäftigt. Das sind 30.7 Prozent. 1991 waren es noch weniger als 20 Prozent. Die rund 27‘000 staatlichen Stellen im Banken- und Versicherungsbereich wurden zur Kompensation allfälliger Fehleinschätzungen in anderen Sektoren nicht berücksichtigt. Der Versicherungssektor (z.B. kantonale Gebäudeversicherungen) beschäftigen rund 2‘000 Mitarbeiter, die SUVA gegen 4‘500 Personen, die Kantonalbanken etwa 19‘000, die SNB gegen 1‘000 Personen.
Seit April 2006 hat die Anzahl der Beschäftigten um 993‘000 Vollzeitäquivalent bzw. 29 Prozent zugenommen. Die Industrie brachte es auf ein Plus von 10, die privaten Dienstleister auf 26 und der Staat auf 57 Prozent. Vom Zuwachs entfielen 10 Prozent auf die Industrie, 43 Prozent auf die privaten Dienstleister und 47 Prozent auf den Staat. Seit Beginn der PFZ hat die Anzahl der Staatsdiener um 471‘000 Personen zugelegt, in der Privatwirtschaft um 522‘000. Auf jeden neuen Job in der Privatwirtschaft kam somit fast eine neue Stelle beim Staat.
Der Wachstumsbeitrag der zusätzlichen Staatsangestellten erscheint weit geringer als jener der Privatwirtschaft. Die Wertschöpfung (reales BIP pro Beschäftigten) ist seit 2006 gegenüber der Zeit vor der PFZ (3Q 1991 bis Mitte 2006) von 1.7 auf 0.5 Prozent pro Jahr gefallen. In den letzten 4 Jahren betrug der Zuwachs noch 0.2 Prozent.
