Viele deutsche Politiker reagieren auf den Militärschlag Israels und der USA gegen den Iran reflexartig mit moralischen Appellen und Verweisen auf das Völkerrecht.
Der Wunsch nach einer Welt ohne Krieg ist verständlich. Aber seriöse Außenpolitik beginnt mit einer nüchternen Realität:
In einer globalisierten Welt wird es immer Großmächte geben.
Und wo es Großmächte gibt, gibt es Wettbewerb um Einfluss und Vorherrschaft.
Wir hören oft, die Welt sei heute multipolar. Das stimmt nur teilweise.
Tatsächlich bildet sich längst wieder eine Blockstruktur:
Auf der einen Seite die USA und ihre Verbündeten.
Auf der anderen Seite eine strategische Achse aus China, Russland und Staaten wie dem Iran.
Der Unterschied zum Kalten Krieg:
Der zentrale Gegenpol zu den USA ist heute nicht mehr Russland – sondern China.
Aus dieser Realität folgt eine einfache Erkenntnis:
Es wird in der internationalen Ordnung immer eine dominante Supermacht geben.
Die eigentliche Frage lautet also nicht, ob es eine solche Macht gibt.
Die Frage lautet: Welche?
Wollen wir in einer Welt leben, in der die USA den Ton angeben?
Oder in einer Welt, in der China – gemeinsam mit Russland und autoritären Partnerstaaten – die Regeln setzt?
Genau vor diesem Hintergrund muss auch der Konflikt mit dem Iran betrachtet werden.
Er schwelt seit Jahrzehnten.
Der Iran unterstützt offen Organisationen wie Hamas und Hisbollah – beide führen seit Jahren Stellvertreterkriege gegen Israel.
Zugleich arbeitet das Regime an nuklearen Fähigkeiten und ist wirtschaftlich und strategisch eng mit China und Russland verbunden. China gehört zu den wichtigsten Abnehmern iranischen Öls.
Wenn man also sagt, man lehne militärische Intervention grundsätzlich ab und setze ausschließlich auf Diplomatie, muss man ehrlich benennen, was das bedeutet:
Man nimmt in Kauf, dass ein eng mit China und Russland verbundenes Regime seine Macht weiter ausbaut – möglicherweise bis hin zur Atombombe.
Die Folgen wären erheblich.
Ein atomar gestärkter Iran würde nicht nur das Machtgleichgewicht im Nahen Osten verschieben.
Er würde auch den geopolitischen Einflussblock um China stärken – und damit den globalen Machtshift weiter in Richtung autoritärer Systeme treiben.
In letzter Konsequenz geht es dabei nicht nur um den Nahen Osten.
Es geht um die Frage, welche Machtstruktur die internationale Ordnung prägt – und wie weit der Einfluss Chinas wachsen kann.
Eine weitere Verschiebung zugunsten Pekings hätte Auswirkungen weit über die Region hinaus, etwa auf die strategische Position gegenüber Taiwan und damit auf die globale Wirtschaftsordnung.
Man kann all das politisch unterschiedlich bewerten.
Was man aber nicht tun kann, ist so zu tun, als gäbe es eine dritte Option ohne Machtpolitik.
Eine Welt ohne geopolitische Rivalität existiert nicht.
Die reale Wahl besteht nicht zwischen Machtpolitik und keiner Machtpolitik.
Die reale Wahl besteht zwischen unterschiedlichen Machtordnungen.
Und aus freiheitlicher Perspektive ist diese Wahl eigentlich ziemlich klar.
Natürlich machen auch die USA Fehler.
Natürlich muss man amerikanische Politik kritisieren dürfen.
Aber dass wir diese Kritik überhaupt frei äußern können, liegt auch daran, dass wir in einer politischen Ordnung leben, die stark von der europäisch-amerikanischen Tradition von Freiheit, Rechtsstaatlichkeit und individueller Selbstbestimmung geprägt ist.
Wer amerikanische Vorherrschaft ablehnt, muss deshalb konsequent sagen, dass er lieber in einer Welt leben möchte, in der China und Russland die Regeln bestimmen.
Das darf jeder so sehen.
Für eine freiheitliche Position ist diese Wahl jedoch schwer plausibel.
