Behörden lösen in der Regel in Deutschland keine Probleme sondern erzeugen neue Probleme. Man bräuchte einfach nur seinen Aufgaben als Politiker nachkommen und genügend Geld für den Wohnungsbau zur Verfügung zu stellen. So einfach könnte intelligente Politik sein.
