The Prankster, the Council and the Pandemic: How Essex Paid Half a Million Pounds for Online Narrative Control

When Simon Harris, the South Essex comedian and self-styled “Man Behaving Dadly”, resurfaced on X in April 2026 after more than two years of silence, he did so with a candid admission: a mental-health breakdown had driven him offline in January 2024. He denied lurid rumours of flight to Thailand or involvement in shadowy government operations, pointed readers to an Essex Live interview and a video with local podcaster Paul Maleary, and apologised for the “cringeworthy” antics that once defined his online persona. Yet the return only reignited the very controversy he hoped to lay to rest.
For many taxpayers in cash-strapped Essex, the questions remain uncomfortably live. Between 2020 and 2023, Essex County Council, then under Conservative control, handed Harris and his company D Media Ltd (shared with partner Ian Robinson) roughly 536,000 pounds in 40 irregular payments. Harris has said he retained approximately 367,000 pounds personally after passing on 163,000 to 170,000 pounds to subcontractors for content creation, vaccination-centre support and other campaigns. The money funded community Facebook pages such as “Essex Coronavirus Action” (later rebranded “Essex is United”) to push public-health messages, recruit shielding volunteers and counter “misinformation” among audiences who tuned out official channels.
No competitive tender. No formal procurement process. No background checks on a man whose public profile rested on satirical fake-news sites, dad memes and anti-Conservative pranks. The council later admitted the oversight was “woeful”, the approach “inappropriate” and the lack of controls “extremely regrettable”. An internal audit and action plan in 2025 described payments routed through Harris for “expediency” as unprecedented. Opposition councillors and local watchdogs were scathing: why entrust six-figure sums during a fiscal squeeze to an unqualified influencer whose chief credential was an engaged online following?
Harris has always maintained he delivered real value, intensive round-the-clock work that reached communities conventional channels could not. He points to volunteer recruitment and climate-action spin-offs as proof of impact. Yet the arrangement sits at the heart of a deeper unease that has grown since the pandemic: the outsourcing of public communication and behavioural influence to private networks whose methods sometimes blurred the line between persuasion and suppression.
Harris possessed no formal training in public-health communication, behavioural science or crisis messaging. His expertise was the very “perceived popularity” that had built his audience through satire and stunts. Critics argue this was never just about memes and volunteer drives. Community pages became nodes in a wider ecosystem where dissent, on lockdowns, vaccine policy, or side-effect reporting, was met not with open debate but coordinated pushback: pile-ons, mass reporting, infiltration of sceptic groups and complaints to regulators. Such tactics do not require a grand conspiracy; they require only public money flowing to people whose incentives align with narrative enforcement rather than evidence-based scrutiny.

Vielen Dank für die Ehrlichkeit, zuzugeben, bei Corona falsch gelegen zu haben, @nymoen_ole. Nur auf dieser Grundlage ist eine Aussöhnung der Gesellschaft möglich. Dass viele Linke während Corona lange Zeit so blind dem Staat geglaubt haben, hat bei mir - ebenfalls einer Linken - über lange Zeit schwerste Entfremdungsgefühle ausgelöst. Ich habe das als schweren Verrat an linken Werten empfunden. Das Offensichtliche zuzugeben und den eigenen Irrtum einzugestehen, ist ein großer Schritt vorwärts. Dafür mein voller Respekt.
Ein Störgefühl bleibt jedoch: Wie kann ich mir sicher sein, dass die Lektion auch wirklich nachhaltig gelernt wurde, und die Linke beim nächsten Mal nicht wieder stramm an der Seite eines globalistischen Konzernkapitalismus marschiert, wenn ein neues Gemeinwohl verkündet wird? Wenn eine neue Pandemie „noch gefährlicher“, und die Impfung "diesmal wirklich" „sicher und wirksam“ sein soll? Oder ein völlig neuer, vermeintlicher Gemeinwohl-Tatbestand ins Feld geführt wird, den die Linke erneut nicht als Falle erkennt, weil er ihr von PR-Agenturen und Nudging-Taskforces wieder einmal mit den eigenen Lieblingsbegriffen verkauft wird? (Solidarität lässt grüßen). Nach dem Motto „Jaa, die Corona-Politik war in weiten Teilen falsch, das haben wir eingesehen, aber jetzt ist das was ganz anderes.“
Ich hoffe, dass die Lernerfahrung, auf die Nymoen hier rekurriert, wirklich struktureller Natur ist, und zukünftig auch auf andere Konstellationen übertragen werden kann. Und ich wünsche mir infolge dieser Erkenntnis von der Linken eigentlich auch eine Entschuldigung gegenüber Menschen, die man jahrelang diffamiert hat, sowie insgesamt mehr Demut und Bescheidenheit gegenüber Andersdenkenden. Letzteres sollten im Übrigen sowieso linke Werte sein, wenn eine echte Solidarität der Arbeiterklasse gegen die kapitalistische Bourgeoisie angestrebt wird. Alles andere ist ein vom Kapitalismus selbst herangezüchteter zahnloser Tiger, eine selbstgerechte Lifestyle-Linke (um Sahra Wagenknechts Terminologie zu bemühen), deren Hybris sich in den Corona-Jahren leider als höchstgradig anfällig gegenüber korporatistischen Interessen und Narrativen erwiesen hat. Eine linke Selbstkritik, die aus der Corona-Erfahrung erwächst, sollte in meinen Augen wirklich fundamentaler Natur sein.
