Und der Rest? Subventionen. Förderprogramme. Bürokratie, die sich selbst beschäftigt.
Und das Lustigste dabei, auch wenn "lustig" hier das falsche Wort ist: Für 2027 fehlen bereits jetzt 22 bis 23 Milliarden Euro. Die Lücken, die 2027 und 2028 geschlossen werden müssen, sind so groß wie noch nie zuvor.
Das heißt: Dieser Haushalt ist die "entspannte" Version. Was danach kommt, wird schmerzhafter. Und wer zahlt? Nicht die, die heute applaudieren.

Steirer sind die neuen Schuldenkaiser
Die Verschuldung in Österreich steigt und steigt. Vor einem Jahrzehnt lagen die Schulden noch bei rund 34.000 Euro pro Kopf, heute sind es österreichweit bereits deutlich über 45.000 Euro. Die staatliche Pro-Kopf-Verschuldung ist demnach in etwa gleichauf mit dem durchschnittlichen Jahreseinkommen eines unselbständig Beschäftigten. Im Jahr 2024 lag das Durchschnittseinkommen bei mehr als 43.000 Euro. Wie hoch die Schulden pro Kopf für jedes Bundesland im Detail sind, zeigt unsere Grafik.
Am höchsten lagen die Staatsschulden im Jahr 2025 in der Steiermark mit rund 47.650 Euro pro Kopf, am niedrigsten in Tirol und Oberösterreich. Einzig in Salzburg konnte die Verschuldung in Ländern und Gemeinden gegenüber 2015 gesenkt werden. Österreich fehlt es nicht an Einnahmen. Was fehlt, ist jegliche Ausgabendisziplin und das Bewusstsein, dass sich Schulden nicht von selbst zurückzahlen. Für unsere Ökonomin Carmen Treml ist daher klar: „Wir brauchen endlich eine strikte Ausgabenbremse wie in Schweden oder in der Schweiz. Freiwillig, ohne konsequente Regeln, wird kein Politiker, kein Ressort, keine Institution den Ausgabendrang zügeln.“
Zwar macht der Bund weiterhin den Großteil der neuen Schulden aus, die Dynamik bei Ländern und Gemeinden ist dennoch beunruhigend. „Die Schweiz zeigt, dass mit mehr Einnahmenverantwortung auch die finanzielle Disziplin in den regionalen Gebietskörperschaften zunimmt“, resümiert Treml.
